Step-by-Step Guide to Issuing MTR and CDF for Electronic Waste Disposal
Introduction to MTR and CDF in Electronic Waste Disposal
The proper management of electronic waste requires compliance with specific regulations, including the issuance of the Waste Transport Manifest (MTR) and the Final Destination Certificate (CDF). These documents ensure the traceability and legality of the disposal process, as established by the National Solid Waste Policy (Law No. 12,305/2010) and regulations from the National Solid Waste Management Information System (SINIR).
Step 1: Identification and Classification of Electronic Waste
The first step consists of correctly identifying the waste to be disposed of, classifying it according to the National Solid Waste Code (CONAReS) and following the guidelines of SINIR (sinir.gov.br). This stage is fundamental to determine legal obligations and proper management procedures, including the issuance of the MTR.
Step 2: Consultation and Hiring of Authorized Recipients
It is mandatory that the transportation and final disposal of electronic waste be carried out by carriers and treatment units accredited by competent environmental agencies, such as CETESB in the state of São Paulo. These entities must have formal authorization for handling the waste, ensuring safety and legal compliance (cetesb.sp.gov.br).
Step 3: Issuance of the Waste Transport Manifest (MTR)
The MTR is an official document that accompanies the transport of waste from generation to final disposal. Its issuance must be done in the electronic system provided by SINIR (mtr.sinir.gov.br), containing detailed information such as the nature of the waste, transported volume, data of the generator and the carrier, among others. Proper completion avoids administrative sanctions provided by current environmental legislation.
Step 4: Execution of Transport and Final Destination
After the MTR is issued, the transport must be monitored to ensure that the electronic waste is disposed of in an environmentally appropriate manner. The final recipient is responsible for the proper disposal or recycling, as established by current legislation and technical regulations.
Step 5: Issuance of the Final Destination Certificate (CDF)
Upon completion of the treatment or recycling process, the recipient must issue the CDF, an official document that proves the environmentally proper disposal of the waste. The CDF serves as evidence for the party responsible for disposal, being an essential element for audits and legal compliance.
Considerations on Safe Disposal and Collection
For procedures involving electronic waste collection, it is recommended to always hire specialized licensed services, ensuring environmental and legal integrity. When disposal involves digital media such as hard drives (HD), secure HD sanitization is essential for data protection and compliance with information security regulations.
Legal and Regulatory Basis
This process is based on Law No. 12,305/2010, which institutes the National Solid Waste Policy, and on the resolutions of the National Environment Council (CONAMA), including CONAMA Resolution No. 401/2008, which deals with solid waste management. The MTR and CDF are instruments designed to ensure proper accountability, according to SINIR regulations (sinir.gov.br).
ManifestTransparency & Security Manifesto
Evidence and transparency: Our ESG approach is built on traceable documentation, verifiable records and auditable operational criteria. We turn electronic waste management into operational evidence to support governance, traceability and the mitigation of environmental, documentary and corporate risks. Documentary security and compliance: Documented traceability helps reduce regulatory exposure, strengthens documentary defensibility and supports alignment with applicable environmental policies, corporate contracts and governance requirements, including national and international references relevant to supply chains. Operational costing of reverse logistics: Door-to-door collection and responsible processing of electronic waste involve relevant logistics, technical and documentary costs. For this reason, Ecobraz structures transparent operational costing models linked to reverse logistics execution, with no promise of financial return, investment or asset appreciation. Governance: Operational execution is guided by compliance, traceability and verifiable documentation criteria. The priority is to strengthen the client’s corporate evidence, reduce documentary gaps and support safer, more responsible and defensible disposal decisions.
