Cubatão's atmospheric disaster teaches us that uncontrolled toxic emissions and the burning of electronic waste create a deadly legacy of asphyxiation and acid rain.

The history of global industrialisation is often written in the ink of financial progress, but the footnotes to that narrative are invariably drafted with the collateral damage imposed on the environment and on human health. In Brazil, the darkest and most suffocating chapter of this history unfolded in the 1980s, in the city of Cubatão, located in the Baixada Santista region of the state of São Paulo. Hidden at the bottom of a valley, squeezed between the ocean and the imposing physical barrier of the Serra do Mar, Cubatão was the beating heart of the Brazilian "economic miracle", home to one of the largest and most densely packed petrochemical, steel and fertiliser industrial parks in Latin America.
However, the almost total absence of rigorous environmental legislation and industrial filtration systems turned this financial engine into a veritable open-air gas chamber. Cubatão earned the terrible and world-famous nickname of "The Valley of Death". At the time, the city was described by the United Nations (UN) as the most polluted city in the world. The constant precipitation of corrosive chemicals from the sky and the toxic haze that hung perpetually over the houses dictated a rhythm of life in which the simple act of breathing was a lethal risk.
This investigative technical dossier revisits the devastating atmospheric chemistry of Cubatão, the terrible biological impacts on newborns and native flora, and the subsequent technological battle to clean up the city's skies. Most critically, we draw an urgent parallel with a modern threat that frequently bypasses atmospheric filters: the amateur processing and informal burning of Waste Electrical and Electronic Equipment (WEEE). What Cubatão taught us at an enormous cost is being ignored whenever technological scrap is melted down without emissions control, creating micro valleys of death on the outskirts of our cities.
The Cubatão tragedy was the result of a perfect storm of unfavourable geography and unrestrained industrial negligence. The industrial park emitted around 1,000 tonnes of toxic gases into the atmosphere every day. The main composition of this lethal cocktail included sulphur dioxide (SO2), nitrogen oxides (NOx), carbon monoxide (CO), ammonia, fluorine and a massive quantity of particulate matter (dust laden with heavy metals such as lead and cadmium).
The city's location acted as a deadly trap. Sea winds pushed the industrial smoke against the nearly 800-metre-high walls of the Serra do Mar. During the winter months, the meteorological phenomenon of thermal inversion created a "lid" of warm air over the city, preventing the cold, toxic gases near the surface from dispersing. The pollution became bottled up at ground level, forcing the population to inhale thick, dark air with a nauseating odour.
The chemical interaction in the atmosphere generated a second disaster: acid rain. When the sulphur dioxide (SO2) and nitrogen oxides (NOx) emitted by the chimneys came into contact with the air's humidity and the moisture-laden clouds rising up the mountain range, severe chemical reactions occurred, forming sulphuric acid (H2SO4) and nitric acid (HNO3). When it rained, drops of water with a pH equivalent to that of vinegar or concentrated lemon juice fell on the region. The impact on the Atlantic Forest was devastating: the leaves of the trees were chemically burnt. The vegetation that held the soil in place on the steep slopes of the Serra do Mar died, leaving the rock exposed and resulting in gigantic landslides that threatened to bury entire neighbourhoods and the industrial park itself.
The epicentre of human suffering in Cubatão was Vila Parisi, a working-class neighbourhood built literally in the middle of the factories, on an area of drained swampland. Residents lived alongside machinery covered by a fine layer of corrosive metallic dust that destroyed the bodywork of cars and the zinc roofs of houses within a few months. What the air did to metal was only a fraction of what it did to human lungs.
The health statistics of the time document a horrifying humanitarian crisis. Thirty per cent of Vila Parisi residents suffered from chronic respiratory diseases, severe asthma, bronchitis and emphysema. Children were born with impaired lung function, and infant mortality rates soared owing to chemical pneumonias. Routine blood tests revealed catastrophic levels of heavy-metal poisoning.
However, the darkest and most painful mark left by Cubatão was the surge in congenital malformations of the central nervous system. The city recorded a frightening incidence of babies born with anencephaly (the partial or total absence of the brain and cranial vault) and spina bifida. Cross-referenced toxicological studies strongly suggested that the simultaneous exposure of pregnant mothers to carbon monoxide, particulate heavy metals and aromatic hydrocarbons and industrial solvents in the air caused brutal disruption to early embryonic development. Pregnant women in the city lived in a state of constant terror, fearing the invisible genetic anomalies that the air might be causing in their children.
In the 1990s, under international pressure and pressure from the government of the State of São Paulo (through the environmental agency CETESB), industry in Cubatão was forced to invest billions of dollars in the installation of industrial filters, gas scrubbers and rigorous monitoring systems, which resulted in the recovery of air quality and the regrowth of the Serra do Mar. The lesson was learned: you cannot smelt, melt or process heavy chemicals without shielding the atmosphere.
The distressing paradox is that modern society appears to have forgotten this lesson when it comes to electronic waste (WEEE). The extraction of valuable metals from obsolete IT equipment, when carried out in an amateur fashion by urban scrap dealers and informal recycling networks, recreates the Cubatão nightmare on a micro, diffuse scale. Organisations that dispose of computers, network cards and UPS units without traceability are, indirectly, financing unfiltered chimneys in our cities.
The dynamics of this technological atmospheric pollution operate through several lethal vectors:
- Burning Chlorinated Plastic and Local "Acid Rain": Network wiring and server power cables are insulated with polyvinyl chloride (PVC). The black market recovers the copper through fire. The open-air burning of PVC in rubbish dumps not only releases dioxins but also generates hydrogen chloride gas (HCl). On coming into contact with the moisture in the lungs of nearby workers and residents, the gas turns into hydrochloric acid. If this gas rises into the atmosphere, it precipitates as severe acid rain in the micro-region, acidifying the soil of urban vegetable gardens and corroding roofs.
- Melting Circuit Boards Without Gas Scrubbers: Unauthorised "recycling" frequently attempts to melt down computer boards in order to recover solder and metals. Legacy boards contain alloys of lead, tin and cadmium. Without an extraction system fitted with HEPA filters and alkaline scrubbers (scrubbers identical to those required in the Cubatão industries), the vapours of these heavy metals are ejected directly into the city's air. Inhaling this lead and cadmium dust attacks the central nervous system of children in the neighbourhood, reproducing the neurotoxicity of the 1980s.
- Fires Involving Sulphate and Lithium Batteries: Storing old lead-acid UPS units (stationary batteries) without care leads to leaks. In the event of a fire in a scrap warehouse, massive clouds of sulphur dioxide (SO2) are volatilised — the same gas that asphyxiated the Serra do Mar — along with lethal fluorinated compounds derived from lithium.
No corporate chimney may legally operate without absolute filters. Allowing tonnes of electronic scrap to be incinerated on public streets by actors lacking technical capacity is therefore an intolerable regression and a crime against modern public health.
The rebirth of Cubatão proves that technical rigour, strict laws and cutting-edge technology can reverse environmental collapse and save thousands of lives. For modern organisations, the management of IT liabilities (ESG) demands the same technical intransigence towards atmospheric pollution.
If your organisation generates technological scrap, responsibility for what that material will emit into the atmosphere belongs to your board. Mitigating the risk of toxic emissions rests on three pillars of lawful reverse manufacturing:
- An Absolute Ban on Fire in the Disposal Chain: Corporate disposal must not encourage burning. The organisation should document, via Certificate of Final Disposal (CDF) records and supplier audits and in line with the applicable scope, that discarded PVC cables are separated through mechanical grinding and cold granulation. This process isolates the copper from the plastic by difference in density, avoiding the emission of acid gases into the atmosphere.
- Refusing Backyard Smelters: Passing large volumes of motherboards, processors and metal contacts to auctioneers or middlemen who do not operate their own refineries is a guarantee of urban pollution. Refining metals from electronic waste requires pyrometallurgical furnaces that cost tens of millions of dollars in emissions-filtration and silica-dust containment technologies alone.
- Co-processing and Absolute Filters: Working exclusively with approved professional disposal centres helps ensure that plastics which cannot be mechanically recycled (such as those containing flame retardants) are directed to industrial thermal incineration. In these plants, combustion is carried out at temperatures that completely break down hazardous molecules, and the chimneys are equipped with electrostatic precipitators and state-of-the-art gas scrubbers that clean the air before it reaches the environment, preventing the formation of acid rain or toxic haze.
The memory of a grey sky and the unbreathable air of Cubatão warns us that the atmosphere is not an invisible sink for our waste. What we send upwards inevitably falls back on us, whether in the form of corrosive rain or disabling congenital diseases. By ensuring that the end of life of our electronic equipment takes place only within controlled and rigorously filtered industrial environments, we honour society's inalienable right to breathe clean air, protecting our cities from the repetition of a technological "Valley of Death".
