PNRS in 2025: What Changes for Companies and Municipalities
Context of the PNRS and its Revisions for 2025
The National Solid Waste Policy (PNRS), established by Law No. 12,305/2010, sets guidelines for the integrated management and environmentally appropriate handling of solid waste in Brazil. With 2025 approaching, the legal framework presents changes and expanded requirements for municipalities and the productive sector, aiming at the effectiveness of their shared responsibilities.
New Responsibilities for Municipalities
According to Article 30 of Law No. 12,305/2010, municipalities must implement selective collection systems and environmentally appropriate disposal by 2025, respecting the concept of sustainable development. Among the priority challenges are the implementation of extended reverse logistics systems for urban solid waste, as per the National Solid Waste Management Information System (SINIR), and the reduction of landfill disposal, requiring alignment with municipal solid waste plans (PMRS).
Changes in Reverse Logistics and Impacts on the Productive Sector
With the advance of public contracts and the expansion of generators' responsibilities, the PNRS in 2025 reinforces obligations related to the collection and disposal of waste through reverse logistics, supported by SINIR and regulated jointly with bodies such as the Ministry of the Environment. The importance of formalizing these responsibilities through contracts is emphasized, ensuring compliance with environmental targets.
Management of Electronic Waste and Security in Media Sanitization
The management of electronic goods waste is a critical point in the PNRS, which highlights the importance of specific procedures for collection and disposal to avoid environmental damage and public health risks. Proper disposal of electronic equipment can be carried out through specialized services, such as electronic waste collection and secure sanitization of HDs and media, ensuring confidentiality and environmental compliance.
Integration with the National Information System
The use of SINIR (https://sinir.gov.br/) becomes mandatory for municipalities and regulated sectors, promoting transparency of data on waste generation and disposal. Integration with this system will allow monitoring of the PNRS targets, according to parameters indicated by the MTR - Monitoring of Treatment and Waste.
Inspection, Penalties, and Technical Follow-up
It is observed that, starting in 2025, there will be increased inspection and application of penalties for non-compliance with the PNRS. The National Environmental Licensing Agency (ANLA) and state and municipal authorities will reinforce monitoring mechanisms and require technical commitments as established by current environmental legislation.
Final Considerations
The changes to the PNRS for 2025 demand integrated action from all stakeholders, strengthening municipal and sectoral environmental governance. Compliance with the new guidelines will enable significant advances in the sustainable management of solid waste, minimizing negative impacts on the environment and society.
ManifestTransparency & Security Manifesto
Evidence and transparency: Our ESG approach is built on traceable documentation, verifiable records and auditable operational criteria. We turn electronic waste management into operational evidence to support governance, traceability and the mitigation of environmental, documentary and corporate risks. Documentary security and compliance: Documented traceability helps reduce regulatory exposure, strengthens documentary defensibility and supports alignment with applicable environmental policies, corporate contracts and governance requirements, including national and international references relevant to supply chains. Operational costing of reverse logistics: Door-to-door collection and responsible processing of electronic waste involve relevant logistics, technical and documentary costs. For this reason, Ecobraz structures transparent operational costing models linked to reverse logistics execution, with no promise of financial return, investment or asset appreciation. Governance: Operational execution is guided by compliance, traceability and verifiable documentation criteria. The priority is to strengthen the client’s corporate evidence, reduce documentary gaps and support safer, more responsible and defensible disposal decisions.
